Define "Culture" and "Cultural Lag",

Culture: Culture consists of the beliefs, behaviors objects, and other characteristics common to the members of a particular group or society. Through culture, people and groups define themselves, conform to society's shared values, and contribute to society. Thus, culture includes many societal aspects: language, customs, values, norms, mores, rules, tools, technologies, products, organizations, and institutions.
Following are some important definitions of culture by sociologists
Horton and Hunt definition of culture, “Culture is everything which is socially shared and learned by the members of a society.”
Tylor defined “It is that complex whole including beliefs, art, region, values, norms, ideas, law, taught, knowledge, custom and other capabilities acquired y a man as a member of a society."
It is the totality of human experience acquired during transmission of heritage from one generation to another and to learn the ways of learning, eating, drinking, behaving, walking, dressing, and working is the culture of man. Cultural lag: The term cultural lag refers to the notion that culture takes time to catch up with technological innovations, and that social problems and conflicts are caused by this lag. Subsequently, cultural lag does not only apply to this idea only, but also relates to theory and explanation. It helps by identifying and explaining social problems to predict future problems.

As explained by james W. Woodward, when the material conditions change, changes are occasioned in the adaptive culture, but these changes in the adaptive culture do not synchronize exactly with the change in the material culture, this delay is the culture lag. The term was coined by sociologist William F. Ogburn in his 1922 work Social change with respect to culture and original nature. His theory of cultural lag suggests that a period of maladjustment occurs when the non-material culture is struggling to adapt to new material conditions.
